Bill Summary
Expresses support for the goals and ideals of National Black HIV/AIDS Awareness Day (February 7) and recognizes the fifth anniversary of its observation. Encourages: (1) State and local governments to recognize such day, publicize its importance among their communities, and encourage individuals to undergo HIV testing; (2) media organizations to carry messages in support of such day; (3) enactment of effective HIV prevention programs; and (4) States to enact HIV surveillance programs consistent with recognized infectious disease control methods to ensure accurate data, better targeting of resources, and improved delivery of health services to those living with HIV. Commends the President for highlighting HIV/AIDS in the State of the Union Address and for emphasizing the importance of addressing HIV/AIDS in the African-American community.
