To direct the Attorney General to make an annual grant to the A Child Is Missing Alert and Recovery Center to assist law enforcement agencies in the rapid recovery of missing children, and for other purposes.

A Child Is Missing Alert and Recovery Center Act - Directs the Attorney General, acting through the Administrator of the Office of Juvenile Justice and Delinquency Prevention, to make annual grants to the A Child Is Missing Alert and Recovery Center. Requires such grants to be used to: (1) operate and expand the A Child Is Missing Alert and Recovery Center to provide services to law enforcement agencies to promote the quick recovery of a missing child; (2) maintain and expand technologies and techniques to ensure the highest level of such services; (3) establish and maintain regional centers to provide training and to distribute information to law enforcement agencies on how best to utilize Center services; and (4) share appropriate information with the National Center for Missing and Exploited Children, the AMBER Alert Coordinator, the Silver Alert Coordinator, and appropriate law enforcement agencies and assist such entities with education programs. Defines "missing child" for purposes of this Act as an individual whose whereabouts are unknown to a federal, state, or local law enforcement agency. Authorizes appropriations for FY2010-FY2015.
