Makes it in order at any time through September 24, 2009, for the Speaker of the House of Representatives to entertain motions that the House suspend the rules relating to H.R. 3631 (amending title XVIII [Medicare] of the Social Security Act) to provide for the application of a consistent Medicare part B (Supplementary Medical Insurance Benefits for Aged and Disabled) premium for all Medicare beneficiaries in a budget neutral manner for 2010.
