Makes it in order at any time on March 6, 2002, for the Speaker of the House of Representatives to entertain motions that the House suspend the rules relating to the following measures: (1) S.J. Res. 32 (the U.S. Military Academy at West Point's bicentennial anniversary); (2) S. 1857 (encouraging the negotiated settlement of tribal claims); (3) H.R. 1870 (Fallon (Nevada) Rail Freight Loading Facility transfer); (4) H.R. 1883 (Oregon Burnt, Malheur, Owyhee, and Powder River Basins water optimization feasibility study); (5) H.R. 1963 (designation of the George Rogers Clark Northwest Campaign Trail in Illinois and Indiana for study for potential addition to the National Trails System); (6) a bill to provide assistance to displaced workers by extending unemployment benefits and by providing a credit for health insurance costs; and (7) a resolution expressing support for the democratically elected government of Colombia and its efforts to counter threats from U.S.-designated foreign terrorist organizations.
